Outlook email stuck in Outbox: move a large attachment message to Drafts
What to do first
Preserve the queued message by moving it to Drafts before changing its attachment. Start with the oldest large message, then resume sending carefully and check for duplicates.
This is a general troubleshooting guide, not an announcement of a current outage.
Affected products and symptoms
- Product
- Classic Outlook for Windows
- Versions and conditions
- Classic Outlook for Windows (Microsoft 365 / Outlook 2024 / 2021) with the Send/Receive ribbon
Symptoms
- A message with a large attachment stays in Outbox
- Later outgoing messages also remain queued
Causes and conditions
A message exceeding the provider's size limit can hold up itself and later outgoing mail. Distinguish this from connection or authentication trouble.
Before you start
- Check the recipients, subject, body and original attachment files
- Check whether the same message is already in Sent Items
Precautions
- Sent Items alone does not establish delivery to the recipient
- Return online after editing and avoid duplicate sends

Step-by-step instructions
Inspect Outbox from the oldest message and note the attachment size. A disconnected or reconnecting status means there is also a connection problem to resolve.
Check that a normal website opens in a browser. Message-size limits vary by service; do not assume one universal attachment allowance.
On the classic Outlook Send/Receive ribbon, select Work Offline and confirm the offline status. This temporarily pauses sending while the message is revised.
This ribbon belongs to classic Outlook. If it is absent, identify your Outlook variant before following a different interface.

Drag the affected Outbox message into Drafts. Open it there and confirm that its content and recipients are intact.
If Outlook still reports that it is transmitting the message, save other work, close Outlook, wait briefly and reopen it. Confirm offline mode before retrying the move.
Keep the original attachment file, then remove the oversized attachment from the draft. Use an appropriately smaller file or a link through an approved sharing service.
Check that the recipient has access to the link. Preserve the intended confidentiality rather than making a private document publicly accessible.

Toggle Work Offline again and confirm that the offline status clears. Check the revised draft's recipients, then send it once.
Avoid repeated sends while waiting. Check Sent Items and observe whether any later queued messages can proceed.
Check that the revised message leaves Outbox and appears in Sent Items. Confirm receipt when needed and look for a non-delivery report.
If a small attachment-free test also fails, the large attachment is not a complete explanation. Record the time and error for account or authentication troubleshooting.
Check the result
- The revised message appears once in Sent Items and the queue can proceed
- Delivery is checked through recipient confirmation or a test message
If the problem continues
- If small messages also fail, investigate the connection and send error
- If the message cannot be preserved and moved, give the exact error to the administrator

Frequently asked questions
Is the attachment limit always 20 MB?
Limits vary by provider and organization. Check the applicable sending and receiving limits and any returned error.
Must I delete the queued message?
First move it to Drafts so the body and recipients are preserved while you revise the attachment.
