Does Windows 11 setup require a Microsoft account? What the specifications page actually says

The first screen on a new PC asks for a Microsoft account, and plenty of people stop there. The usual advice is that buying Pro lets you set up with a local account instead, and that advice does not line up with the sentence on Microsoft's own specifications page. This guide was written on 2026-09-21 from that page and from Microsoft's account management page, and separates four things that are usually mixed together: the initial setup requirement, where a connection is needed, which features need an account, and what you can do after setup. It contains no steps for avoiding the requirement; it exists to put the conditions in front of the decision.

1. The sentence on the specifications page

Under the heading Internet connection and Microsoft account, Microsoft's specifications page states: Windows 11 Pro for personal use and Windows 11 Home require internet connectivity and a Microsoft account during initial device setup.

The part that matters is that the sentence is not only about Home. Pro for personal use sits inside it. The explanation that buying Pro lets you finish initial setup with a local account does not line up with this sentence.

The same paragraph covers S mode: Switching a device out of Windows 11 Home in S mode also requires internet connectivity.

Note also that the sentence is about initial device setup. What is possible after setup is a separate question, handled further down. And a specifications page is a product specification, not a guarantee about the behaviour of a particular build, which is why the date it was read is worth recording.

2. Reading it against the product you are buying

The table applies the page's wording to the product in front of you. Where the page says nothing, the table says so. That is not a claim that something is or is not possible.

The last row is the one this guide most wants to correct. The sentence is limited to personal use, and the page says nothing about the work-or-school setup route. Silence is not evidence either way.

3. A connection is not only needed on the first screen

The page continues with a condition that applies regardless of edition: For all Windows 11 editions, internet access is required to perform updates and to download and take advantage of some features.

Copilot+ PCs are set out separately: On Copilot+ PCs, many unique features, once downloaded, will run without internet access. A Microsoft account is required for some features, including on Copilot+ PCs.

Individual features carry their own conditions on the same page. Features such as Cocreator in Paint are annotated: This feature is optimized for English text prompts and requires a Microsoft account or Entra ID and internet connection to access cloud services that help ensure the responsible use of AI.

Keep the two conditions apart. What the page says about updates is about connectivity, not about holding an account.

4. What is possible after setup

Microsoft's account management page is about adding a user to a Windows installation that is already running. You add one from Settings under Accounts and Other users, and the page describes the sign-in information screen: If you select the option I don't have this person's sign-in information , you can sign up for a new email address and create a new Microsoft account. If you want to create a local account, select the option Add a user without a Microsoft account

So the route to a local account after setup is documented by Microsoft. The initial setup requirement and the post-setup options are different questions; collapsing them makes both descriptions wrong.

The same page states Microsoft's own preference: Microsoft recommends using a Microsoft account, not a local account, when signing in to Windows. The reasons given are integration with Microsoft services, enhanced security and sync across devices. This site takes no position for or against that recommendation; the point is to keep a requirement and a recommendation distinct.

This page says nothing about the initial setup screen. Do not read its steps as a way around that screen.

5. The account choice changes how encryption behaves

This is the part worth knowing on day one. Whether you sign in with a Microsoft account or use a local account changes whether drive encryption turns on by itself, and where the recovery key ends up.

Sign in with a Microsoft account and the recovery key is attached to that account, which makes being able to sign in to that account a precondition for getting the drive back later. With a local account it does not turn on automatically.

Neither is better. What changes is where you will have to look later, and that matters before an SSD swap or on the day the PC will not start. The detail and the checking steps are in a separate guide on this site.

The basis for this section is the Microsoft device encryption page cited by that other guide. This one keeps to the requirements and leaves the procedure there.

6. What this guide does not cover

No steps for avoiding a Microsoft account or a network connection during initial setup. They are not in the source and they are not what Microsoft documents.

No claim that buying Pro avoids the requirement, because that does not line up with the sentence on the specifications page.
